Don't do that. Your neighbour might be okay with it, and you might get away with living with another person in one room (or three or four persons in a two-room-appartment and so on) for a period of time.
As Balász wrote: Lot of people do it. And has been doing it for a couple of years. But there is more focus on that kind of "sharing to cut costs" deals now, and it is NOT legal. You break the regulations and your lease will be terminated. And we in The Resident Council can not help you in that case.
The reason it is not legal is simple: More people in one or two rooms use more water, electricity and maybe heat. And water, electricity and heat is included in the rent. More water and eletricity used means the rent will go up - for everybody. And nobody likes to pay more because some people don't follow the rules.
Which is the reason we and The Dorm Office found out about it and that is the same reason there is more focus on the "problem".
You might be tempted, and you might get away with sharing to cut costs. But the price you pay for getting caught is a terminated lease and possible standing in the rain two weeks before your exam.
